Needs help

I hope add the template {{LicenseReview}} into this template to check the image is really able to be used. And if a image uses {{LicenseReview}} and GWOIA together, it should be categoried in category:Government_of_Taiwan_review_needed. Changes of GWOIA by Taiwan Ministry of Digital Affairs

Last year, I mentioned to the newly established Ministry of Digital Affairs (MODA) in Taiwan that there were some problems with the original GWOIA terms. They later replied that they had revised the model version for reference by various government agencies in Taiwan. Now, some government agencies (e.g. Taoyuan City Government, Hsinchu City Government, Ministry of Education) have already adopted the new version. As for the media files released by the new version of GWOIA, it seems that we should not use this template anymore, but should use OGDL, CC BY and other templates instead. In fact, it seems to me that we should also replace the GWOIA template with one of these templates for files released by agencies that have changed their version of GWOIA. The older version of GWOIA was a licensing term in itself. In the new version, the license terms are existing license terms such as OGDL, Creative Commons, etc. GWOIA is just an anouncement, in addition to the existing license terms, to remind users of the matters that should be paid attention to when using it. Since license terms such as OGDL and Creative Commons have been cited by the new version of GWOIA, it should not conflict with them, so we only need to mark the {{OGDL}} or {{CC BY 3.0}}.
