I've borrowed this wording from the notice at the top of Category:Burj Khalifa, which as far as I'm aware reflects consensus on how to deal with FoP issues in the UAE. I don't know if this exact language came from actual law. CT Cooper · talk 11:39, 12 October 2010 (UTC)[reply]

It is not that there is a blanket exemption for buildings under construction, it is that many buildings under construction do not meet the threshold of originality e.g. a picture showing just concrete. If a significant part of a building shown in the image meets the threshold of originality, then the image will still be deleted, even if the building is technically under construction.
