I found the image on the County website itself [1]http://www.heilsberg.de/ how can a county cat of arms be copyrighted? Crainsaw (talk) 12:13, 15 April 2023 (UTC)[reply]

@Abzeronow: Probably. But even if not, there's no copyright problem here because the illustration is old enough. The immediate source from which it was scanned and uploaded to the internet seems to have been a 1996 booklet which is available as a PDF file here. There it says that the coat of arms illustrations in the book were reprinted from an earlier publication by de:Otto Hupp (who also did the illustrations), from the de:Deutsche Ortswappen series (see [2]). Hupp died in 1949, and the East Prussian coats of arms (like this one) were apparently first published in 1913, so the illustration should be in the PD in the USA as well. --Rosenzweig τ 17:39, 15 April 2023 (UTC)[reply]
