The batch of files uploaded by Charivnanatusya was deleted as unused personal photos (see also the deletion request's talk page) for context). However, the photos likely have encyclopedic / illustrative value as depicting Ukrainian folklore; they were submitted to the international Wiki Loves Folklore. The author clearly intended for the photos to depict folklore and Ukrainian traditions rather than use Wikimedia Commons as a storage for personal photos, as she herself wrote on her talk page in response to the notification about the deletion request (in Ukrainian). --AntonProtsiuk (WMUA) (talk) 05:45, 21 April 2024 (UTC)

@AntonProtsiuk (WMUA) and Yann: I have to agree with the nominations and then Yann's actions. These were poems in English, without attribution, and what seems unrelated images, and these look like personal images rather than clear folklore. If the contributor knows English then send them here, If they do not know English, then what are they contributing? First picture: the main motive is the group of my students and the "roofs architecture" consists of the concrete walls (students standing) and of the steps (students sitting), both of which can`t be seen and can´t be visoned as bridge-construction between the church and the housing part of the former monastery. The cube in the foreground is the top of a banal staircase exit, and in the back one can see only the last part of the chimney. @Roccki69: I don't see any kind of explicit free license there. Estonia is a signatory of the Berne Convention and all photographs are automatically considered copyrighted unless explicitly said otherwise. Abzeronow (talk) 20:36, 29 April 2024 (UTC)

Reason: I have found out that this rendition of Dixie was written and conducted by Richard Bales. It was released in an album called The Confederacy in 1958. Logos for Kosovo ethnic Serb municipalities

Please permanently undelete these files:

The deletion requests were:

The nominator User:AceDouble gave the rationale "Fictional emblem used by serbian parallel structures and not in official use by kosovan authorities see here: [...]". Similar files have since been kept following deletion requests, on the basis that these emblems are probably not fictional but are emblems of towns or regions in Kosovo that have ethnic Serb majorities, so these files are in COM:SCOPE. The deleting admin has no objection to undeletion, see User talk:Infrogmation#Deleted requests for Kosovo Serb files.

Several similar deletion requests have since been issued with the same rationale, as follows:

@Verbcatcher: These "logos" were never adopted officially as required per law on local self-government in Kosovo => https://mapl.rks-gov.net/wp-content/uploads/2017/10/Law-On-Local-Self-Government.pdf Article 7 Symbols 7.3 "The symbols of a Municipality shall be approved and changed by the municipal assembly pursuant to the constitutional and legal provisions of Republic of Kosova and shall not resemble to symbols of other states or municipalities within or outside Republic of Kosova". For example: the Municipality of Graçanica which has a serb majority population, did approve its own symbols according to the law and they are included in the official site: https://kk.rks-gov.net/gracanice/

Being official / adopted by any government is not required to host an image in Commons. Being actually used is enough. Here are links that confirm that the symbols are used. I do not have access to the deleted files, but the placenames indicated in the file names match our current files and it is probable that they have the same symbols. I don't understand these languages and I cannot confirm the reliability of these sources.

Alternatively, someone with local contacts might identify the authors or copyright holders, and establish free licenses. The lower quality file is currently in use in an article on the Japanese language Wikipedia about the company. It is debatable whether a simple logo like this could qualify as an advertisement and CSD G10 does not apply to advertisements within project scope anyway. The presence of an article on Japanese Wikipedia renders this file as being in scope for as long as Japanese Wikipedia choses to retain this article. Pi.1415926535 brought up the fact that the file was uploaded by a spammer when declining to undelete the image, but this does not seem germane if the file is in scope. Screenshots cannot be copyrighted. Unless the maker of the screenshot asked for it to be taken down, this delete was superfluous. The software itself is proprietary; its likeness is not.

Compare to pages for each version of MacOS and OS X, all very much proprietary software backed with aggressive legal teams, yet those screenshots remain live on those pages.

The enaction of Wikimedia's policies on copyrighted work must be based in actual copyright law, and should be used only to keep Wikipedia free and open. Images of the civic acqueduct of Ferrara

Hello everyone, I'm writing here in order to ask for the undeletion of File:Acquedotto Ferrara.jpg, File:Ferrara acquedotto.jpg and the earliest version of File:Acquedotto.jpg (the present version is another image of an historic acqueduct in a different city, Perugia and not Ferrara). All these images were deleted in 2013 after this DR and they all depict the it:Acquedotto di Ferrara, commissioned by the local municipality to the engineer Carlo Savonuzzi, who at that time was an employee of the Municipality of Ferrara (see here and here). Therefore the monument falls under Template:PD-ItalyGov since 1953. It was built before 1990, so no issue with US copyright.--Friniate (talk) 15:23, 3 May 2024 (UTC)

This photo was really taken in 2010 when the celebrity "Da Xiaojie" visited Fahrenheit's "Too Hot" album signing event at Guangsan SOGO in Taichung, using a digital camera. It contains EXIF data. This is because the image on the Wikipedia page was removed at the time. So in the end, the image was nominated for deletion under the reason "Unused personal image". The image in question was obtained from the official fan page of the regional government institution of Loreto-Peru. This photo was taken by the drone of the Institutional Image Office of the previous regional government during the period (January 1, 2019, to December 31, 2022).
Unfortunately, due to changes in the administration, the group that was in charge of the office is no longer available, and therefore, I do not have access to the image in its original format with the EXIF data. I have tried to locate the image in its original format, but I have been unsuccessful as the personnel who worked in the previous office are no longer available.
Since the new administration does not have information about the image, it is impossible for me to obtain the image in its original format with the EXIF data requested by Wikimedia Commons.
Please consider that the image in question was published on the official fan page of the government institution, which suggests that it was publicly shared as part of the government's official communication. Considering that the government is an entity that represents all citizens, I believe that the image should be considered public domain or at least be available under a license that allows its use.
I would greatly appreciate it if you could consider this situation.

Naming the wrong author is a nuisance and creates confusion here. Please do not do it again.
As I said above, there are two questions here. The first is whether the person is sufficiently notable to have an article on one of the WP projects. That is up to the editors there. Only if the answer is "yes" is the image is in scope here.
The second question is the copyright for the image. In order for it to be restored here, the actual photographer must send a free license using VRT. Note that the subject of an image very rarely has the right to freely license it. That right is held by the photographer in almost all cases. .     Jim . . . Hi everyone, I'm writing here in order to ask for the undeletion of File:Arengario piazza vittoria brescia.jpg (deleted in this DR in 2013) and File:Arengario piazza vittoria brescia2.jpg (deleted in this DR in the same year). Both images depict the "Arengario", a podium made in it:Piazza della Vittoria (Brescia) in 1932 and decorated by the sculptor it:Antonio Maraini. As it can be read here (p.4) and here, it was commissioned by a public entity. I believe that File:Testxss.gif is not out of scope because it shows that generating a high-resolution GIF file with only 30 bytes is technically possible. It can be used to examine the capabilities of the GIF file format.

That file is listed on the Wikipedia records (revision as of writing) as "Highest size-to-resolution ratio: Testxss.gif, which is 24,891 x 25,964 (646,269,924 pixels) despite being only 30 bytes". The file is potentially interesting to anyone researching properties of the GIF file format.

After undeleting this file, please also rename it to something descriptive like File:High-resolution GIF with only 30 bytes.gif .

Hi everyone, I'm wiritng here in order to ask for the undeletion of File:Bigio brescia oggi.jpg (deleted in this DR in 2013) and File:Bigio da via X giornate.jpg (deleted in this DR in the same year). They both depicts the so-called "Bigio", a statue by en:Arturo Dazzi. As it can be read here (p. 680), the statue was commissioned by the municipality of Brescia and it was finished in 1932. I had more information in the first page I posted here but your admin didn't appear to understand the technology

Initial research showed me the CR VAWT appears to defy physics as it harvests more energy from a column of wind than Betz's Law (https://en.wikipedia.org/wiki/Betz%27s_law#) says is possible. However what I've discovered is the CR VAWT doubles the wind speed within Betz's formula which shifts the harvest curve to the left. The result is the energy is harvested at a lower actual wind speed, with the huge benefit of lower air speed harvest when other turbine types are idle. The file was deleted by User:Daphne Lantier (who later turned out to be a sockpuppet of a globally banned user) per nomination "Out of scope Commons is not a social media site". Hi,the photo uploaded by me wasn't intended for any promotion. I lost access to that account. The main purpose of uploading this photo was to highlight him from another person named Chittor Shanku Pillai, who is also a social reformer, and shares the same name. This photo is from a free office source, but a different version is readily available offline.
For example I've shared two websites where you can see different versions, with the second one a government website being freely available for use.

Доброго дня! На жаль, як людина, яка власноруч для фонду робила видалені фото, я прошу Вас їх повернути. Не кожна робота має ліцензію чи іншу ліцензію. І, якщо робота ніде не захищена авторським правом, вона не може бути ліцензована. Тому і ці фото апріорі не можуть бути ліцензовані, бо зроблені мною, як представником благодійного фонду. Фонд творить історію українського волонтерства під час російської агресії, допомагаючи всім українцям, тому на рівні з іншими такими ж фондами, заслуговує мати власну сторінку у Вікіпедії з власними фото, як мають її й інші. Я не можу сама собі надати якийсь документ і поставити печатку, тим більше - видати ліцензію. Присутність видалених Вами фото ПРИНЦИПОВА саме з огляду на те, що ці фото підтверджують реальність подій і фактів, описаних в статті для Вікіпедії - що і є головним принципом діяльності самої енциклопедії. Видалені Вами фото є на офіційному сайті та в соціальних мережах Фонду, і посилання на них - місця їх розміщення - для підтвердження автентичності і приналежності фонду було мною надано на сторінці фонду у Вікіпедії. І вже саме через це не потребують авторства, бо на сьогодні стали надбанням суспільства. Так як вказаний благодійний фонд не є державною структурою держави Україна, присутність написаних матеріалів, фото та відео на сайті і в соцмережах і є підтвердженням права власності. Доброго дня! На жаль, як людина, яка власноруч для фонду робила видалені фото, я прошу Вас їх повернути. Не кожна робота має ліцензію чи іншу ліцензію. І, якщо робота ніде не захищена авторським правом, вона не може бути ліцензована. Тому і ці фото апріорі не можуть бути ліцензовані, бо зроблені мною, як представником благодійного фонду. Фонд творить історію українського волонтерства під час російської агресії, допомагаючи всім українцям, тому на рівні з іншими такими ж фондами, заслуговує мати власну сторінку у Вікіпедії з власними фото, як мають її й інші. Я не можу сама собі надати якийсь документ і поставити печатку, тим більше - видати ліцензію. Присутність видалених Вами фото ПРИНЦИПОВА саме з огляду на те, що ці фото підтверджують реальність подій і фактів, описаних в статті для Вікіпедії - що і є головним принципом діяльності самої енциклопедії. Видалені Вами фото є на офіційному сайті та в соціальних мережах Фонду, і посилання на них - місця їх розміщення - для підтвердження автентичності і приналежності фонду було мною надано на сторінці фонду у Вікіпедії. І вже саме через це не потребують авторства, бо на сьогодні стали надбанням суспільства. Так як вказаний благодійний фонд не є державною структурою держави Україна, присутність написаних матеріалів, фото та відео на сайті і в соцмережах і є підтвердженням права власності. Я вважаю це ДИСКРИМІНАЦІЄЮ по відношенню до фонду, який зробив дуже вагомий внесок для підтримки українців за час російської агресії. I do not know what the reason for the deletion of this file as I cannot find the . This file was found here: https://web.archive.org/web/20130509162120/http://gov.mp/biographies-2/governor-2/ by me. I have every reason to believe this is an allowable use. Section 313.6(C)(1) of the Compendium of US Copyright Office Practices (PDF page 83 of 1,396) states the bar on copyright protections also includes works prepared by an officer or employee of the government of the District of Columbia, the Commonwealth of Puerto Rico, or the organized territories under the jurisdiction of the federal government. Regular employee. Sometimes that can be checked in lists of employees or a reference to the status can be found. An independent photographer doing occasional paid contracts is not a regular employee. Das Bild ist von einem Zeitungsbericht über mich als Autor und über Veröffentlichungen als Schwarzwaldautor. Es soll ein Hinweis auf die Relevanz sein, dass ich als Autor in der Öffentlichkeit bekannt bin. Solche Berichte sind in mehreren Tageszeitungen, Acher-Bühler-Bote, Badische Zeitung, Schwarzwälder Bote, Offenburger Tageblatt, Schwarzwälder Post und andere erschienen. At least with the first two images the CC BY 3.0 IGO license says "No warranties are given. The license may not give you all of the permissions necessary for your intended use. For example, other rights such as publicity, privacy, or moral rights may limit how you use the material." Although it's not clear if that applies specifically to the covers or not, but it doesn't seem to be compatible with Commons' policies either way. --Adamant1 (talk) 23:49, 13 May 2024 (UTC)

Also. so far, we have accepted CC BY 3.0 IGO as compatible with Commons. There's even a category of media with such license: Category:CC-BY-3.0-IGO, why should it be this an exception?
I think you could make an argument for hosting images of single page works on Commons like a graph under a CC BY 3.0 IGO license. Since there's a reasonable assumptions it's covered in that case. But you can't make the same argument for something like a magazine because there's no telling which pages or what parts of the magazine are covered by the license or not. Especially if your only uploading a single page or just the cover. And where exactly is it obvious that the whole publication is on a such license? --Adamant1 (talk) 01:14, 14 May 2024 (UTC)
The purpose of copyright pages and en:Copyright notice is precisely to inform about the rights given to the whole publication, which includes the cover. Any exception is showed there. Otherwise, in the case of publications, we would be asking for a visible license in every image and every page, which is unusual in publications and almost and absurd. Erreur ce ne sont pas ce fichiers que je veux restaurer mais c'est le fichier AlainB.png. Le module de demande n'est pas clair et comme il y avait "remove" à côte des 5 fichiers, j'ai pensé qu'il fallait enlver le remove de celui à restaurer, alors que c'était l'inverse. Ce serait plus simple que vous ne proposiez que le seul fichier dont on demande la restauration.
Je recommence la demande du coup

Voyez COM:VRT/fr pour la procédure. Ce n'est nécessaire de redemander la restauration. L'image sera restaurée automatiquement quand l'autorisation sera validée. Mongolian images by Pierre Andre LeClerq

There is now Freedom of Panorama in Mongolia as per the 2021 law (see COM:FOP Mongolia and {{FoP-Mongolia}}). Kindly undelete the images that may show architecture or sculpture found permanently outdoors. If not (like showing 2D works or plaques/tables/literary memorial texts), then remain the file deleted as it is.
